Meet the Carbondale City Manager Candidates Tuesday

CARBONDALE – A friendly reminder that the City of Carbondale is hosting a public meet-and-greet event Tuesday, from 5 to 7 p.m., at the Carbondale Civic Center, allowing residents to meet the following three finalist candidates for the position of City Manager:

STAN RENO: Carbondale Police Chief Stan Reno was born and raised in Carbondale, Illinois. He graduated from Carbondale Community High School and attended SIU-Carbondale, where he received a degree in Political Science and Administration of Justice. Chief Reno joined the Carbondale Police Department in 1997 as a police officer and has dedicated himself to the City for the entirety of his career.

In 2002, he was assigned to a narcotics task force and commissioned as a Task Force Officer with the DEA. During this assignment, Chief Reno received numerous awards for leading complex narcotics investigations, including two conspiracy cases that solved cold homicide investigations.  

Chief Reno was promoted to Sergeant in 2006 and supervised the Investigations Division. In 2007, he started a uniform Street Crimes Unit that addressed violent crime and violent offenders. The unit made a significant impact on violent crime in the City.

Chief Reno was promoted to Lieutenant in 2010 and commanded the Investigations Division. Chief Reno oversaw numerous complex investigations and all major cases in the City.

Chief Reno was promoted to Deputy Chief of Police over operations in 2013. Eventually, Chief Reno took over the operations and administrative responsibilities as the only Deputy Chief. This included policy development, budget planning and fiscal responsibilities in the Department. 

Chief Reno was named Interim Chief of Police in 2020 and appointed Chief of Police in 2021. Chief Reno attended the 247th session of the FBI National Academy in 2011, the FBI Law Enforcement Executive Development training in 2015, and the FBI Law Enforcement Executive Development Seminar in 2023. He received recognition as the employee of the year for the City and numerous awards and commendations throughout his career. 

In March 2024, Chief Reno was named the Interim City Manager for the City of Carbondale. He currently oversees all City operations and works at the direction of Mayor Harvey and the City Council. Chief Reno works collaboratively with city officials, department heads, and community stakeholders to address critical issues, advance key priorities and ensure continued prosperity and the well-being of the City of Carbondale during the time of transition. 

THOMAS THOMAS: Thomas has twenty-five (25) years city/county management experience including responsibilities in all phases of government operation and services. Extensive experience in budget development, financial management and controls, community and economic development, land use and development services and organizational development. Demonstrated excellence in consensus building; team building; and public relations. Excellent presentation skills to governing boards, civic associations, and developers.

Thomas has a Master of Public Administration specializing in public finance. He has held a variety of management positions with the local governments of Compton, CA; Unalaska, AK; Rock Island, IL; Macon, GA; Dougherty County, GA. Thomas has also spent time as a local government consultant doing Audits and Assessments, Classification and Compensation Studies, Staffing Analysis and Succession Planning Studies.

Thomas is married to his wife Leslie, and they are proud parents to three children.

SHAWN METCALF: Shawn Metcalf has approximately 15 years of experience working for governmental entities and most recently served as City Administrator for the City of Hastings, Nebraska. Other roles he’s held include City Manager, Associate Vice President of Human Resources, Assistant City Manager/Finance Director, and Senior Budget Analyst. Shawn has a Bachelor’s degree in Recreation Management and a Master’s degree in Public Administration with emphasis in finance and local government. Shawn is a Credentialed Manager Candidate through the International City Managers Association, a Senior Professional in Human Resources through the Human Resources Certification Institute, and a Senior Certified Professional through the International Public Managers Association. Shawn is married to his wife Jordan and together they have three daughters, Cami, Macie, and Lexi. Shawn is completely outnumbered as they also have 2 female dogs and 1 female cat at the house. In his free time, he enjoys gaming, fishing, and off-road motorcycling.
